   establishes	
   the	
   proceedings	
   that	
   shall	
   be	
   observed	
   by

   Municipalities,	
   in	
   order	
   to	
  
ensure	
   the	
   access	
   to	
   information	
   as	
   established	
   in	
   Article	
   5,	
   XXXIII,	
   Article	
   37,

Paragraph	
  3,	
  and	
  Article	
  216,	
  Paragraph	
  2	
  of	
  the	
  Federal	
  Constitution.
