- The regulatory fines and criminal offenses in telecommunications sector - Rights of telecommunication operators and legal and fair competitions - Rights of users. Article 3 This Law shall have the scope of applicability to all telecommunication operations in the Kingdom of Cambodia. Article 4 The terminological terms contained in this Law shall be defined in the glossary annexed herewith. CHAPTER TWO AUTHORITY OF THE MINISTRY OF POSTS AND TELECOMMUNICATIONS Article 5 The Ministry of Posts and Telecommunications is hereinafter referred to as “MPTC.” MPTC has the following authority: a- Formulate policies, development strategic plans and legal frameworks for regulation of telecommunication operations as well as infrastructure and networks in the Kingdom of Cambodia; b- Be a signatory and representative of the Royal Government of Cambodia in the international cooperation in the telecommunications sector; c- Promote the development, utilization of the universal service obligation program and capacity building, research and development plan; d- Provide instruction and coordination on the issues relative to the telecommunications sector to telecommunications operators and persons involved with the telecommunications sector; 4 /42
