(1)Except as provided under this Act or any other law, the Commission shall exercise its functions without any political bias or interference and shall be wholly independent and separate from the Government, any political party, nominating authority or any person or body. (2) The Commission is_ (a) subject only to the Constitution and the law; and (b) independent and not subject to the direction and control by any person or authority. 8
