and conditions and tariffs, and shall, within three days of entering into an agreement in this respect, send a copy of such agreement to the Authority. d) Publication of the reference Interconnection offer referred to in paragraph (b) of this Article shall be effected by: 1) Sending a copy of such offer to the Authority for approval. 2) Placing in each office of the Licensed Operator a copy thereof in order for any Person to inspect it free of charge during normal office hours. 3) Sending a copy thereof to any Person requesting one. e) The leading public telecommunications operator shall, upon request, offer any other public telecommunications operator access to its telecommunication network on just and reasonable terms. This operator is not obliged to offer access to pipes - only if the authority considers the essential need of such access. The authority may issue systems of the access including the reference access system similar to the interconnection reference offer. In the event that the authority considers the rules and regulations, presented regarding the access by an operator which enjoys an unreasonably dominant position; the authority may decide the rules and regulations it sees appropriate. The same provisions as Sub-Article (B) of this Article shall apply. f) A Public Telecommunications Operator that obtains information from another Public Telecommunications Operator during or after negotiations concerning Interconnection or Access procedures shall not use such information for any purpose other than the purpose for which such information is provided, and shall not divulge such information in any way. This restriction also applies to the provision of such information to any other parties or Persons that may derive competitive advantage from such information. (h) A Public Telecommunications Operator may refer to the Authority any dispute that arises between it and any other Public Telecommunications Operator with respect to Interconnection or Access, in order for the
