It shall be permissible without the author’s permission and without payment of compensation to copy في حدود ما تقتضيه، االستنساخ من مصنف لالستعمال في إجراءات قضائية أو إدارية،يجوز دون إذن املؤلف ودون أداء تعويض
from a work for use in judicial or administrative actions to the extent required by such actions, provided

that the source and author’s name shall be mentioned if it is indicated in the source.

:يجوز دون إذن املؤلف ودون أداء تعويض وبشرط ذكر املصدر واسم املؤلف إذا ورد في املصدر
Article 24
The following shall be permissible without the author’s or rightful owner’s permission and without
payment of compensation provided that the source and the author’s name shall be mentioned if it is
indicated in the source:
A. Reproduction from a newspaper or a particular broadcast programmer or wire transmission
of any of the following:
1- parts from published articles in newspapers or periodicals on current economic, political
or religious issues.
2- parts from broadcast works of the same nature like the above-mentioned works
indicated in the preceding sub-paragraph.
This is in the cases where the right to give permission for reproduction or transmission
to the public expressly is reserved for the author or rightful owner.
B. Reproduction and transmission to the public for the purpose of covering current events
through photography, cinematography, radio analogue transmission or making available to
the public brief extracts of a work that has been viewed or heard in the course of events within
the limits justified by the aforesaid media purpose.
C. Reproduction from a newspaper or periodical or transmission to the public of speeches,
lectures, seminars and talks that are delivered at public sessions of representative councils or
legislative or administrative bodies or the public scientific, literary, artistic, political, social or
religious meetings including court pleadings presented at public hearings to the extent
justified for media purposes.

الحاالت التي ال يكون فيها حق التصريح باالستنساخ أو اإلذاعة أو النقل للجمهور بالوسائل

بغرض تغطية األحداث الجارية عن طريق التصوير الفوتوغرافي أو السينمائي أو، االستنساخ أو اإلتاحة للجمهور-ب
) أو اإلتاحة للجمهور ملقاطع قصيرة من مصنف تم مشاهدته أو سماعه فيanalogue( البث اإلذاعي غير الرقمي
. وذلك في الحدود التي يبررها الغرض اإلعالمي املنشود،سياق الحدث
للخطب واملحاضرات والندوات واألحاديث التي تلقى في الجلسات، االستنساخ في صحيفة أو دورية أو النقل للجمهور-ج
العلنية للمجالس النيابية أو الهيئات التشريعية أو اإلدارية أو االجتماعات العلنية العلمية أو األدبية أو الفنية أو
وذلك في الحدود التي،السياسية أو االجتماعية أو الدينية ويشمل ذلك املرافعات القضائية في الجلسات العلنية

Article 25
It shall be permissible, without a permission from the author and without payment of a compensation يجوز دون إذن املؤلف ودون أداء تعويض النقل للجمهور ألغراض غير تجارية من خالل اإلذاعة ملصنفات الفنون الجميلة أو
but subject to the condition of mentioning the author’s name, to transmit works of fine, applied, plastic
. وذلك إذا كانت هذه املصنفات قائمة بصفة دائمة في األماكن العامة،التطبيقية أو التشكيلية أو املعمارية
or architectural arts to the public through radio broadcasts for non-commercial purposes if such works
are permanently displayed at public places.

: أن يقوم الحائز الشرعي لنسخة من برنامج الحاسب بعمل،يجوز دون إذن املؤلف ودون أداء تعويض
Article 26
It shall be permitted, without obtaining a permission from the author and without payment of a
compensation, for the legal holder of a copy of a computer software to make the following:
