KEN PAXTON, ATTORNEY GENERAL OF TEXAS ON WRIT OF CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE FIFTH CIRCUIT [July 1, 2024] JUSTICE KAGAN delivered the opinion of the Court.* Not even thirty years ago, this Court felt the need to explain to the opinion-reading public that the “Internet is an international network of interconnected computers.” Reno v. American Civil Liberties Union, 521 U. S. 844, 849 (1997). Things have changed since then. At the time, only 40 million people used the internet. See id., at 850. Today, Facebook and YouTube alone have over two billion users each. See App. in No. 22–555, p. 67a.
