gA ፲፫ሺ፻፳፬ Ød‰L ነU¶T Uz¤È qÜ_R ፳፪ መጋቢት ፳፯ ቀን ፪ሺ፲፫ ›.M ሀ) Federal Negarit Gazette No. 22, 5th April, 2021 …page ከ፶ በመቶ በሊይ ይዘቶቹ በኢትዮጵያ a) ሊይ ያተኮሩ፤ ሇ) ሇኢትዮጵያዉያን ተመሌካቾች b) ገቢውን በሀገር ማስታወቂያና ውስጥ ዴጋፌ providing services to Ethiopian audiences in local languages; በሀገር and, ውስጥ ቋንቋዎች የሚያቀርብ፤ እና፣ ሏ) with more than 50 percent of its content focuses on Ethiopia; አገሌግልቱን አዴማጭና 13124 c) ከሚገኝ whose revenue derived from advertising የሚያገኝ and sponsorship within the country. የብሮዴካስት አገሌግልት ሊይ፡፡ ክፌሌ ሁሇት ‹ PART TWO ስሇ መገናኛ ብዙሃን ባሇሥሌጣን MEDIA AUTHORITY 4. ፬. መቋቋም Establishment 1/ ፩/ የኢትዮጵያ የመገናኛ ብዙሃን ባሇሥሌጣን (ከዚህ The Ethiopian (hereinafter በኋሊ “ባሇሥሌጣን” እየተባሇ የሚጠራው) የሕግ Media referred Authority to as the “Authority”) is hereby established as an ሰውነት ያሇው ራሱን የቻሇ የፋዯራሌ መንግሥት autonomous መስሪያ ቤት ሆኖ በዚህ አዋጅ ተቋቁሟሌ፡፡ Agency Federal having Government its own legal personality. ፪/ የባሇሥሌጣኑ ተጠሪነት ሇኢትዮጵያ ፋዯራሊዊ 2/ The Authority shall be accountable to ዱሞክራሲያዊ ሪፏብሉክ የሕዝብ ተወካዮች ምክር the House of Peoples‟ Representatives ቤት ይሆናሌ፡፡ of the Federal Democratic Republic of Ethiopia. ፫/ የባሇሥሌጣኑ ዋና መሥሪያ ቤት በአዱስ አበባ 3/ The Authority shall have its head office ሆኖ እንዯ አስፇሊጊነቱ በኢትዮጵያ በማናቸውም in Addis Ababa and may establish ስፌራ ቅርንጫፌ ሉኖረው ይችሊሌ፡፡ branch offices elsewhere in the country as may be necessary. 5. ፭. ዓሊማዎች ባሇሥሌጣኑ የሚከተለት ዓሊማዎች ይኖሩታሌ፡- Objectives The Authority shall have the following objectives: ‹ ፩/ በኢትዮጵያ ሪፏብሉክ ፋዯራሊዊ ዱሞክራሲያዊ ሕገ መንግሥትና በኢትዮጵያ 1/ creating enabling environment to fully enforce the rights of freedom of አቀፊዊ expression and of the media which is የሰብዓዊ መብት ስምምነቶች የተረጋገጠውን guaranteed under the Constitution of ሊይ ግዳታ በሚጥለ ዓሇም ሀሳብን በነፃነት የመግሇፅና የመገናኛ ብዙሃን ነፃነትን በተሟሊ መሌኩ እንዱረጋገጥ የሚያስችለ ምቹ ሁኔታዎችን መፌጠር፤ the Federal Democratic Republic of Ethiopia, as well as International Human Rights Instruments which are binding on Ethiopia;
