(1) Any person who claims that a fundamental or other right or freedom guaranteed under this Constitution has been infringed or threatened, is entitled to apply to a competent court for redress which may include compensation. (2) Any person or organisation may bring an action against the violation of another person’s or group’s human rights. (3) Any person aggrieved by any decision of the court may appeal to the appropriate court. (4) Parliament shall make laws for the enforcement of the rights and freedoms under this Chapter. Uganda Human Rights Commission. 51. Uganda Human Rights Commission. (1) There shall be a commission called the Uganda Human Rights Commission. (2) The commission shall be composed of a chairperson and not less than three other persons appointed by the President with the approval of Parliament. (3) The chairperson of the commission shall be a judge of the High Court or a person qualified to hold that office. (4) The chairperson and members of the commission shall be persons of high moral character and proven integrity and shall serve for a period of six years and be eligible for reappointment. 52.
