12.3.Citizens and legal entities shall register with the Regulatory Committee for the production, use and
services of telecommunications, except for activities carried out with the permission specified in Section
12.1 of this Law, the Law on Radio Waves, the Law on Broadcasting, and the Law on Post.

12.4. Special license holders specified in Clause 9.11 of Article 8.1 of the Law on Licensing shall not be
granted special licenses for activities other than those specified in Clauses 9.8, 9.13, and 9.15 of the
same Article.

Article 13. Documents to be submitted for obtaining a special permit

13.1. In addition to the requirements of the law, a legal entity shall submit the following documents to the
Regulatory Committee in the application for a special license:

13.1.1. calculations and information on financial-economic, technical capabilities and professional human
resources, and documents proving their fulfillment;

13.1.2. information about implementation activities / service scope, location, technology, service tariff

13.1.3. documents proving that news and reports have been submitted in the case of holding other types
of permits in the field of communication and information technology.

Article 14. Licensing, refusal to grant, extension, refusal to extend, suspension, restoration

14.1. The regulatory committee shall make a decision to issue a special license in accordance with
Articles 5.2 and 5.3 of the Law on Permits, and the person who receives the decision to issue a special
license shall sign a contract within 10 working days from the date of receiving it. The contract shall
include the following conditions:

14.2. The regulatory committee shall refuse to issue a special license on the following grounds:

14.2.1. there is no frequency band requested by the applicant;

14.2.2. the applicant is not provided with the construction and use of the communication network,
financial-economic, technical and professional personnel and technical equipment;

14.2.3. considered that it may cause damage to public interests and national security;

14.2.4. did not comply with the direction of regulation.

14.3. The Regulatory Committee shall issue the special permits specified in Article 8.1, Clauses 9.10 and
9.11 of the Law on Permits. Selection will be held at least once a year.
