Section 22.- When an offence has been committed, alluded or
believed to have been committed within the territorial jurisdiction of
any Court, it shall be tried and adjudicated by such Court. However:
(1) Where the accused has residence or has been arrested in
a locality or when the official is conducting the inquiry in a locality
outside the territorial jurisdiction of the Court ?bove mentioned, the
case may be tried and adjudicated by the Court within whose
territorial jurisdiction such locality is situated;
