Section 17 (titled ÿhearings to be in public except in special " circumstances ) of the Administrative Appeals Board Ordinance (Cap. 442) provides that: " (1) Subject to subsections (2). and (3), the hearing of an appeal to the Board shall be in public. (2) Where the Board hearins an appeal, after consulting the parties to the appeal is satisfied that it is desirable to do so, it may bv order~ (a) direct that a hearing or part of a hearing shall take place in private and give directions as to the persons who may be present; and 13
