(5) The Chairman, Deputy Chairmen, or any member of the
Tribunal may at any time resign from his office by giving notice
in writing to the Minister.
(6) The Chairman, Deputy Chairmen, and members of the
Tribunal shall be deemed to be public servants within the meaning
of the Penal Code.
(7) There shall be a Secretary to the Tribunal and such other
officers as may be necessary to assist the Tribunal, who shall be
appointed by the Minister.
Proceedings before the Tribunal
30. (1) Every proceedings before the Tribunal shall be heard and
disposed of by the Chairman or Deputy Chairman and two other
members selected by the Chairman from among the members
appointed under section 29.
(2) No member of the Tribunal shall take part in any proceedings
before the Tribunal if he has a pecuniary interest in any matter
which is to be determined by the Tribunal.
(3) Where the Chairman has been disqualified under subsection
(2), the Minister shall appoint a Deputy Chairman to act as
chairman for the purposes of that proceedings.
(4) A person is deemed to have a pecuniary interest if he, his
partner, employer or any member of his family or if a body whether
statutory or not of which he is a member has a pecuniary interest
in any matter which is to be determined by the Tribunal.
(5) If, on any matter to be determined by the Tribunal there is
an equality of votes, the chairman of the proceedings shall have
a casting vote in addition to his deliberative vote.
(6) If, in the course of any proceedings, any member of the
Tribunal is unable through illness or any other cause to continue,
the proceedings shall continue before the remaining members of the
Tribunal, not being less than two, and the Tribunal shall, for the
purposes of the proceedings, be deemed to be duly constituted.
