The Court referenced its order of
:
Vv State of Gujarat
17th December, 2019 wherein it has
recommended the state to consider inputs
from various sources and consider the
restoration of internet services during the
afternoon, post 3 pm. It also mandated
the respondent to place on record any
material on the basis of which they require
continued restrictions beyond these. In
passing this order, the court noted that the
respondent state had failed to provide any
material to the effect of justifying continued
suspension of internet services. As a result,
as an interim measure, the court directed
the state to restore all internet services
from 5 pm that very day. It also observed
that the state may take necessary steps to
prevent the dissemination of incendiary
material that may be disseminated on the
internet.
