gA ፲፫ሺ፻፶፮ ፫/ Ød‰L ነU¶T Uz¤È qÜ_R ፳፪ መጋቢት ፳፯ ቀን ፪ሺ፲፫ ›.M ዜጎች ባሇሥሌጣኑ በተቀበሊቸው Federal Negarit Gazette No. 22, 5th April, 2021 …page 3/ 13156 Members of the public shall be given ማመሌከቻዎች ሊይ አስተያየት እንዱሰጡና the opportunity to comment and make ማስረጃ እንዱያቀርቡ ፇቃደን ሇመስጠት representations on applications received ግንዛቤ ውስጥ የሚገቡ ጠቃሚ መረጃዎች by the Authority and provide valuable እንዱሰጡ እዴሌ እንዱያገኙ ይዯረጋሌ፡፡ additional information and issues to consider when awarding a license. ፬/ ማንኛውም የብሮዴካስት የሚከተለትን መሠረታዊ ፇቃዴ ሁኔታዎች ያካትታሌ፡ሀ) 4/ Any broadcasting license term and condition should cover the following fundamental issues: አገሌግልቱ የሚሸፌነውን የፇቃዴ a) ክሌሌ ወይም አካባቢ፤ the geographic area to be covered by the license, ሇ) የቴክኒክ መስፇርቶች መዘርዝር፤ b) technical specifications, ሏ) የብሮዴካስት አገሌግልት ባሇፇቃደ c) the date by which the service ሥርጭት የሚጀምርበት should commence broadcasting, ጊዜና and for how long the license ፇቃደ ጸንቶ የሚቆይበት ጊዜ፤ will be in force, መ) የፇቃዴ ማዯሻ ሁኔታዎች፤ ሠ) አዱስ ፇቃዴ ሇመስጠት፣ ከሆነ ሇሬዱዮ ሞገዴና ቁጥጥር ሇማዴረግ ተፇጻሚ d) license renewal conditions, e) a fee payable on the award of a new license, the spectrum fee, ክትትሌና when applicable, and fees paid የሚያስፇሌግ annually to ወጪ ሇመሸፇን በየዓመቱ የሚከፇሌ cover on-going regulatory costs, ክፌያ መጠን፤ ረ) የፕሮግራም ፍርማት ግዳታዎች፤ f) program format conditions, ሰ) የፕሮግራም የይዘት ዯረጃዎች፤ g) content standards in programming, ሸ) የፇቃዴ ሁኔታዎች ባሇሥሌጣኑ ሲጣሱ h) የሚወስዲቸው can apply for noncompliance አስተዲዯራዊ እርምጃዎች፤ ቀ) ባሇሥሌጣኑ ወዯ ጊዜ with the conditions, በመዯበኛነትና የሚጠይቃቸው what sanctions the Authority ከጊዜ i) የመረጃ certain pieces of information that the Authority requires either ዓይነቶች፤ on a regular basis, or from time to time, በ) ፇቃዴ የሚሻሻሌባቸው ሁኔታዎች፤ j) እና፣ ተ) the terms upon which the license may be amended, and የሚከተለትን ጨምሮ በክፌያም ሆነ k) the protection of the interests of ያሇ ክፌያ የብሮዴካስት አገሌግልት the subscribers and end-users of ሇሚጠቀሙ broadcasting service, including, ዯንበኞች የሚዯረጉ ጥበቃዎች፡- ፌሊጎቶች but not limited to:
