Article 142  Laws shall be published in the official Gaze e a er ra fica on and promulga on within two weeks of their issue, and unless otherwise stated in the laws, such laws shall come into force a month a er the date of their publica on.   Article 143  All provisions embodied in laws and regula ons in force at the  me this Cons tu on takes effect shall con nue to be  valid  and  effec ve  unless  where  amended  thereby.  The  enforcement  of  this  Cons tu on  shall  not  affect  the provisions of the trea es and interna onal agreements to which the State of Qatar is a party.   Article 144   The  Emir,  or  one‐third  of  the  members  of  the  Shura  Council,  shall  each  have  the  preroga ve  to  apply  for  the amendment of one or more of the Ar cles of this Cons tu on. If the majority of members of the Council accept the amendment in principle, the Council shall proceed to scru nize it Ar cle by Ar cle. The amendment shall be passed by a two‐thirds majority of the members of the Council. The said amendment shall not come into force without the approval of the Emir and its publica on in the official Gaze e. On the other hand, should the amendment proposal be rejected in principle or in substance, it may not be re‐introduced within one year of the date of its rejec on.   Article 145  Provisions pertaining to the rule of the State and the rule of succession thereto may not be subject to applica on for amendment.   Article 146
