In operating the sound broadcasting business and television business, the licensee
under Type Two Public Services may generate revenue from advertisements sufficient only
for the business operation without emphasis on profit making.
Section 21. In operating the sound broadcasting business and television business,
the licensee authorised to operate community services may not generate revenue from
advertisements.
Section 22. The Commission shall require the licensees authorised to operate
business services to make a contribution to the Fund annually at the rate prescribed in the
Notification by the Commission, which shall not exceed two percent of the revenue before
deducting expenses derived, either directly or indirectly, from advertisements and other
revenues in connection with the operation of the licensed sound broadcasting business and
television business.
In the case of the operation of subscription business services, the annual
contribution under paragraph one shall be calculated from subscription fees, revenue before
deducting expenses derived, either directly or indirectly, from advertisements and from
other service fees collected from the service provision to the subscribers, in accordance with
the criteria prescribed in the Notification by the Commission.
Section 23. In operating the business services, the operator may proceed to
generate revenue from advertisements, business service provision, collection of subscription
fees or any other means.
For the operation under paragraph one with an application of advertisements and
business service provision, the Commission shall have the power to prescribe in the
Notification the criteria of the nature and the maximum amount of time for advertisements
