(a) Business Services License at National Level, which shall be issued for the
sound broadcasting business or television business whose service areas cover all regions of
the country;
(b) Business Services License at Regional Level, which shall be issued for the
sound broadcasting business or television business whose service areas cover a group of
provinces;
(c) Business Services License at Local Level, which shall be issued for the
sound broadcasting business or television business whose service areas cover an individual
province.
Section 11. The applicant for a license to operate public services shall be:
(1) a Ministry, Sub-ministry, Department, Independent Organisation under the
Constitution, Local Administrative Organisation, public organisation or any other State agency
which is not a State enterprise and has the duty under the law or the necessity to operate
sound broadcasting business or television business in accordance with the criteria prescribed
in the Notification by the Commission;
(2) an association, foundation or other juristic person established under Thai law
which has the operational objectives for public interest on a non-profit basis and is
appropriate for the operation of public services in accordance with the characteristics and
criteria prescribed in the Notification by the Commission;
(3) a higher education institute for the benefit of learning and teaching purposes or
for dissemination of knowledge to the society in accordance with the characteristics and
criteria prescribed in the Notification by the Commission.
Section 12. The applicant for a license to operate community services shall be an
association, foundation, other juristic person established under Thai law which is not a State
