11.          Prepara on of a report at the beginning of every fiscal year to include to include a detailed statement of home and interna onal policies. The report shall be accompanied by a plan proposing the most advantageous ways of achieving comprehensive development of the State, providing the necessary condi ons for its development and prosperity, and consolida ng its security and stability in accordance with the basic guiding principles of the policy of the State as stated in this Cons tu on. The said report shall be submi ed to the Emir for approval. 12.          Any other func ons vested in it by this Cons tu on or the Law.   Article 122  The ministers shall implement general government policy, each within the limits of their own jurisdic on. The Emir may request the Prime Minister and the ministers to submit reports on any State ma er that falls within their remit.   Article 123  The  Prime  Minister  and  the  ministers  are  collec vely  responsible  to  the  Emir  for  the  implementa on  of  general government policy, and each one of them is individually responsible to the Emir for the manner in which he carries out his du es and exercises his func ons.   Article 124  The Law shall determine the remunera on of the Prime Minister and the ministers, and all provisions pertaining to ministers shall apply to the Prime Minister unless otherwise s pulated.   Article 125
