CHAPTER 6 - FREQUENCY MANAGEMENT AND ALLOCATION Article (45)4 [Repealed] Article (46)1 1- A committee called the ‘Co-ordination Committee’ shall be constituted by a decision of the Cabinet or its delegate chaired by the Director General and having as members representatives of the Authority as well as representatives of the Armed Forces, Ministry of Interior, State Security and the National Media Council. Other entities’ representatives may also be included, if required, by a decision by the Board. 2- The Co-ordination Committee shall have the competence to put in place a national frequency plan for radio spectrum allocated to Telecommunications Services to be approved by the Board in order to ensure the efficient and proper use of radio spectrum without any interference or jamming. The Authority may request the Co-ordination Committee, from time to time, to review and amend the plan when the need arises. Article (47) The national frequency plan shall be drawn up in conformity with the international regulations governing radio spectrum and the international or regional agreements concluded or acceded to by the State. It shall include provisions for: 1- the designation, on the recommendation of the Authority, of bands of radio spectrum for the provision of Telecommunications Services over Telecommunications Networks; 2- the amendment of allocations to existing users of radio spectrum to allow for the development of new services; and 3- the reassignment of radio spectrum on expiry of existing licenses or authorizations relating thereto. 25
