implementation of these rules and enforce compliance in coordination with the
concerned authorities.
21)
Enter into contracts with local and international expert firms, and seek the
assistance of local and foreign experts, as needed for the function of the
Authority, without compliance with the provisions set out in the Public
Functionaries Act, in order to ensure its ability to attract the most skilled human
expertise in the Authority's field of operations and development. The Minister
shall issue recruitment contracts with such experts subject to the approval of the
President of the Council of Ministers.

Represent Syria before other countries, international and regional bodies, and
Arab associations, in all matters concerning the Telecommunications and
Information Technology sector, in coordination with the Ministry and other
concerned authorities.
23)
Determine the requirements for the security of Telecommunications. The
Authority shall monitor Operators to ensure their compliance with these
requirements.
24)
Collect information regarding the Telecommunications sector to prepare and
publish reports, booklets, instructions and indicators, and; prepare media
programs to increase public awareness of the importance of Telecommunications.
25)
Prepare and publish an Annual Report, which shall include the Authority's plans
and activities.
(b)
The Authority shall carry out all of its functions, and exercise all of its powers in an
effective, organized, nondiscriminatory, objective and transparent manner, according to
the provisions of this Law.
(c)
The Authority shall take into consideration international best practices related to the
regulation and administration of Telecommunications Services when carrying out its
functions. The Authority shall establish a process to collect comments and proposals
from Operators, Service Providers, other concerned parties and individuals.
(d)
Any regulations and decisions adopted by the Authority shall be published in the
Official Gazette.
Article 6
The Authority's Structure
(a)
The Authority shall consist of:
1)
The Board of Commissioners, and
2)
An Executive Body, headed by the Director General.
