Without prejudice to Sub-Article (1) of this
Article this Proclamation shall not apply to
any law requiring writing or signatures for
the following matters:

4. Use not Mandatory
Nothing shall make it mandatory for a person to
use, provide or accept any electronic message in
any commercial transaction or dealings with
government bodies unless the person consents to
the using, providing or accepting of the
electronic message.
