The Council shall comply with the financial management regulations with regard to— (a) keeping of accounting records; (b) preparation of the annual final accounts; (c) having an independent budget; (d) preparing annual budget; (e) annual auditing of the accounts by the Southern Sudan Audit Chamber; (f) opening and proper management of all accounts; and (g) issuing cheques and other financial instruments, in operating bank accounts in the name of the Council. CHAPTER VIII GENERAL PROVISONS 18. General Provisions.
