69.3. The General Election Committee shall approve the procedure for conducting training and issuing certificates. 69.4. In case of damage or delay, the steward working in charge of the vote counting equipment at the polling station shall take the following measures: 69.4.1. promptly inform the information technology team and immediately take measures to eliminate damage and delays, get help from the information technology team if it is not possible, take measures to transfer votes to the backup counting device, and transfer the counting operation; 69.4.2. in the absence of a second or backup device for counting votes, with the permission of the precinct committee, remove the seal of the reserve compartment of the ballot box and make a ballot; 69.4.3. After the vote counting device switches to normal operation, the ballot paper in the reserve compartment of the ballot box shall be read by the device in accordance with the relevant regulations. 69.5. It is forbidden to violate the right of a proxy voter to vote secretly in any way. Article 70. Prohibition activities on voting day 70.1. On the day of voting, the following activities will be prohibited, and governors of provinces and capitals will make relevant decisions and supervise: 70.1.1. serving and selling alcoholic beverages; 70.1.2. to organize any mass events such as culture, entertainment, sports; 70.1.3. to operate a trade and service center operating in outdoor and indoor areas. Article 71. Production and transmission of voting results 71.1. The security during the transmission of the voting results shall be carried out by the police officer working for the security of the polling station. 71.5. The section committee shall perform the following operations: 71.5.1. the section committee gives the result sheet from the vote counting device to the observers and keeps a record of the result presentation; 71.5.2. the number of voters who cast their votes in the polling station and with portable sealed ballot boxes, the number of ballots issued for voting, the number of ballots withdrawn due to incorrect notes or the counting device not recognizing the ballots, corresponds to the number of ballots received by the precinct committee. checking availability and finalizing the bill; /In this provision, after the word "confiscated ballots", "the number of ballots received by the precinct committee" was added by the law dated June 16, 2023, and will be enforced from January 1, 2024./ 71.5.3. The divisional committee shall conduct the transmission and presentation of results transparently and openly. Representatives of media organizations may be present. 71.7. The result of the counting device is the result of the vote in the section. 71.8.
