All citizens are equal before the law. They have equal public rights and duties, and there shall be no discrimination between them on grounds of sex, origin, colour, language, religion, sect, domicile, or social status. Security of life is a right for every human. The state shall be committed to providing security and tranquillity to its citizens and to all residents on its lands. Personal freedom shall be guaranteed in accordance with the law.
