Municipal councils shall be regulated and their competences shall be specified in accordance with the law. A committee shall be established, subordinate to the Sultan, responsible for monitoring and evaluating the performance of ministers and their equivalent, undersecretaries and their equivalent, chairmen and members of the boards of directors of public authorities and establishments and other units of the administrative apparatus of the state, as well as their presidents or executive presidents.
