Article10.​ Competence and order for licensing and registration certification 1. The Authority of Broadcastingand Electronic Information a/ To receive and appraiseapplication dossiers and license the establishment of general websites of thefollowing organizations: - Central organizations: - Religious institutionslawfully operating in Vietnam. - Diplomatic missions,consulates, representative agencies of intergovernmental international organizationsand non-governmental organizations, foreign economic. cultural and scientificorganizations and other foreign-involved organizations having lawfulrepresentatives operating in Vietnam. b/ To appraise and license theestablishment of general websites of domestic organizations and enterpriseswhose licenses or operation registration certificates arc granted by localstate management agencies, except Hanoi and Ho Chi Minh City. c/ To receive and appraiseapplication dossiers and license the establishment of websites of central pressagencies. d/ To appraise and license theestablishment of websites of local press agencies. e/ To receive and appraiseapplication dossiers and grant registration certificates of online socialnetwork service provision for Vietnamese organizations and enterprises andforeign organizations and enterprises with legal entity representatives inVietnam. 2. Information andCommunications Departments of provinces and centrally run cities, except Hanoiand Ho Chi Minh City To receive and check thevalidity of dossiers of application for establishment of general websites ofdomestic organizations and enterprises whose operation licenses or registrationcertificates are granted by local state management agencies and dossiers ofapplication for establishment of websites of local press agencies and submitthese dossiers together with their written requests to the Authority of Broadcastingand Electronic Information for consideration and licensing. 3. Information andCommunications Departments of Hanoi and Ho Chi Minh City a/To receive and appraiseapplication dossiers and license the establishment of general websites of domesticorganizations licensed by state management agencies of Hanoi and Ho Chi MinhCity, domestic and foreign enterprises with registered offices in Hanoi and HoChi Minh City (except cases to be licensed by the Authority of Broadcasting andElectronic Information stipulated at Point a. Clause I of this Article). b/ To receive and check thevalidity of dossiers of application for establishment of websites of localpress agencies and submit these dossiers together with their written requeststo the Authority of Broadcasting and Electronic Information for considerationand licensing.
