9. The names of all members of the Tribunal as first constituted and every change in the membership thereof
shall be published in the Gazette.
Remuneration of
10. There shall be paid to the chairman and other members of the Tribunal, in respect of each appeal, such members
remuneration, whether by way of honorarium, salary or fees, and such allowances as may be determined by the
Minister responsible for the public service.
11. Subject to paragraph 2, the decision of the Tribunal shall be by a majority of votes of the members, and in Voting.
addition to an original vote, the chairman shall have a casting vote in any case in which the voting is equal.
12. Subject to the provisions of the Act, the Tribunal shall regulate its own proceedings.

13. The office of chairman or member of the Tribunal shall not be a public office for the purposes of Chapter
of the Constitution of Jamaica.
