Article 66  The Emir shall represent the State internally and externally, and in all interna onal rela ons.   Article 67  The Emir shall discharge the following func ons:‐ 1.    Drawing up the general policy of the State with the assistance of the Council of Ministers. 2.            Ra fica on and promulga on of laws; no law may be issued unless ra fied by the Emir.   3.            Summoning the Council of Ministers to convene at any  me deemed necessary in the public interest; the Emir shall preside over the mee ngs of the Council of Ministers, which he a ends. 4.            Appointment of civil servants and military personnel and termina on of their service in accordance with the Law. 5.            Accredita on of diploma c and consular missions. 6.           Gran ng pardons or commu ng penal es in accordance with the Law. 7.            Conferring civilian and military orders and badges of honour in accordance with the Law. 8.            Establishment and regula on of ministries and other government bodies and se ng their func ons. 9.            Establishment and regula on of such consulta ve bodies as are required to assist him in conduc ng State affairs. 10.                 Any other func ons vested in him by this Cons tu on or the Law.   Article 68  The Emir shall conclude trea es and agreements by decree and refer them to the Shura Council, accompanied by appropriate  explanatory  memos.  The  treaty  or  agreement  shall  have  the  power  of  law  a er  ra fica on  and publica on  in  the  Official  Gaze e.  However,  reconcilia on  trea es  and  those  that  pertain  to  the  territory  of  the
