Article 96
Maintaining order in the Council shall be the func on of the Speaker.
Article 97
The Shura Council shall make regula ons governing its internal order and conduct of business, the work of
commi ees, the organiza on of sessions, procedural and vo ng rules and all func ons s pulated in this
Cons tu on. The regula ons shall determine disciplinary penal es for any members viola ng orders, or failing to
a end sessions of the Council or commi ees without acceptable reason; and the aforemen oned regula ons shall
be issued by law.
Article 98
Si ngs of the Council shall be public, but they may also be held in camera at the request of one‐third of�� the
members of the Council or at the request of the Council of Ministers.
Article 99
For the sessions of the Council to be a quorum, the majority of the members must be present and the Speaker or
his Deputy must also be present. In the event that a quorum is not a ained, the session shall be adjourned to the
next si ng.
Article 100
The resolu ons of the Council shall be passed by absolute majority of the a ending members save in cases that
require a special majority, and in the event that the votes are equal, the Speaker shall have the cas ng vote.
