19.8. The chairman and secretary of the election committee shall draw up the issues and schedule for the meeting for a
week and display them on the bulletin board of the election committee.
19.9. If the chairman, secretary, or member of the election committee is unable to participate in the activities and
meetings of the election committee due to legitimate reasons, they are obliged to notify in advance in writing or in other
forms.
19.10. The issue of removal of the head, secretary, or member of the election committee who violates Article 19.3 of
this law shall be decided within three days by the higher-level election committee that established the election
committee and immediately replaced.
19.11. The election committee shall adhere to the meeting order and record-keeping procedure approved by the General
Election Committee, and the chairman of the election committee shall determine the work schedule of the members.
19.12. The election committee's meeting may be attended by the staff of the party or coalition participating in the
election, representatives of media organizations, and observers.
19.13. Provision of opportunities for observing and audio and video recording of the election committee meetings shall
be regulated by the meeting.
19.14. It is prohibited for the person observing the election committee meeting to interfere with the mandate of the
election committee or to interfere with the normal functioning of the meeting by speaking without the permission of the
chairman.
19.15. Any person who interferes with the normal functioning of the election committee meeting will be immediately
removed from the meeting hall.
19.16. The decision of the election committee's meeting will be made public immediately.
19.17. Election documents shall be registered according to the procedure approved by the General Election Committee.
19.18. The head of the election committee of the province and the capital will issue an order on internal affairs.
19.19. It is prohibited to release or dismiss an employee of the election commissions from their main job during the
exercise of their powers as stipulated in this law, as well as to transfer them to another job or position without their
consent.
19.20. During the period of working in the election commission, the civil servant will be granted paid leave by his/her
organization.
19.21. Unless otherwise provided by law, a complaint may be made to the higher-level election committee about the
decision of the lower-level election committee and the activities of the election organization.
19.22. The Election Commission has the right to make legal demands on any organization or official involved in the
organization of elections, as well as investigating violations of the law or stopping violations.
19.23. Organizations and officials who receive the requirements specified in Article 19.22 of this law shall notify the
response in writing within three working days.
19.24. All organizations, officials and citizens in the territory are obliged to implement the decisions made by the
Election Commission within its mandate.
19 Article 1. Duties of the Central and Branch Commissions for Organizing Polls from Citizens Abroad

organization in charge of foreign relations, appoints the central commission responsible for organizing, providing
