968  Unlicensed services  65.  Subject  to  section  28(1)  of  the  Act,  no  licence  is  required  for  the  provision  of  telecommunications  services on a private telecommunications system within a  single area of a person’s property, if such system  is  independent  of  the  public  system  and  does  not  cause  damage,  injury  or  interference  to  such  public  system, provided that no separated network is established.
