the public, if requested by the Government or relevant State agencies, the licensee shall
perform as requested.
Section 36. For the benefit of the promotion and protection of the rights of the
disabled and underprivileged to access or learn and utilise the programmes of sound
broadcasting business and television business equally to general individuals, the Commission
shall prescribe certain fundamental measures to ensure that the licensees arrange to have
the services suitable for the benefit of these persons.
The Commission may prescribe additional incentive measures for the licensees to
consider acting forthwith as appropriate. In this regard, the Commission may consider
subsidising related expenses payable from the Fund or granting support or promotion by
other means.
In order to making the measures under paragraph one suitable for the disabled and
underprivileged, the Commission shall listen to opinions or provide opportunity for the
disabled or underprivileged to take part in formulating such measures.
The services suitable for the benefit of the disabled and underprivileged under
paragraph one may include a sound broadcasting service that broadcasts a full time book
reading programme or a television service that provides sign language interpreter, scrolling
display or audio description for the public news programmes.
Section 37. Broadcasting of programmes containing issues induced to overthrow the
administration under the democratic form of government with the King as Head of State or
having effects on the State security, public order or good morals of the people or having the
nature of obscenity or causing serious deterioration of the mind or health of the people
shall be prohibited.
