To a m e n d the F i l m s a n d P u b l i c a t i o n s A c t , 1996, so a s to insert, a m e n d a n d d e l e t e
c e r t a i n definitions; to e s t a b l i s h a n d p r o v i d e for t h e p o w e r s a n d d u t i e s of a C o u n c i l ;
to p r o v i d e for t h e a p p o i n t m e n t a n d f u n c t i o n s of c o m p l i a n c e officers; to p r o v i d e for
t h e c o m p o s i t i o n , f u n c t i o n s a n d m a n a g e m e n t of t h e B o a r d ; a n d to repeal t h e
S c h e d u l e s to t h e A c t ; a n d to p r o v i d e for m a t t e r s c o n n e c t e d t h e r e w i t h .

1. Section 1 of the F i l m s and Publications Act, 1996 (hereinafter referred to as " t h e
principal A c t " ) , is h e r e b y a m e n d e d —
(a) b y the insertion before the definition of " B o a r d " of the following definition:
" ' A p p e a l T r i b u n a l ' m e a n s the A p p e a l Tribunal established b y section

by the substitution for the definition of " c h i e f e x e c u t i v e officer" of the
following definition:
" 'chief e x e c u t i v e officer' m e a n s t h e chief e x e c u t i v e officer of the B o a r d

b y the substitution for the definition of " c h i l d p o r n o g r a p h y " of the
following definition:
" 'child p o r n o g r a p h y ' includes any i m a g e , h o w e v e r created, or any
description of a person, real or simulated, w h o is or w h o is depicted,
m a d e t o appear, look like, represented or described as b e i n g u n d e r the
age of 18 y e a r s —
