Minister of Justice
The Royal Government, under the precious leadership of Samdech
Akaek Mohasenabatey Techo Hun Sen, Prime Minister of the
Kingdom of Cambodia, has been paying serious attention to dealing with
the challenges of negative phenomena resulting in obstructions on the
livelihood of citizens, in which the suppression of human trafficking and sexual
exploitation is one of its major responsibilities.
Stemming from the attention and strong responsibility of the Royal
Government to further strengthen the protection of the rights and freedoms of
and seek justice for its citizens, the Ministry of Justice, as an arm of the Royal
Government, endeavored to conduct studies and researches on the national and
international provisions relating to human trafficking, in order to reform the law
in conformity with the legal and judicial reform policy of the Royal Government.
Since “The Law on Suppression of Kidnapping, Human Trafficking/Sale
of Human Being and Exploitation of Human Being”, passed by the
National Assembly on 29 February 1996, had a lot of gaps and some
provisions were not clearly stated, which led to ineffective enforcement
and could not fully prevent human trafficking that involves cross-bor-
