(b) Serial number, date and place of issue of the identity card or passport of the individual; (c) Address of the head office of the organization or of the permanent residence of the individual; (d) Telephone and facsimile number, email address; (dd) Previously registered domain names. 3. Organizations and individuals shall be responsible before the law for the accuracy of the information specified in clause 2 of this article, and upon change in such information they shall notify such change. 4. Websites used for press activities shall be subject to this Law, the law on press and other relevant laws. 5. Websites used for socio-economic activities, foreign affairs, national defence and security shall be subject to this Law and other relevant laws. SECTION II Information Technology Application to Operation of State Bodies Article 24 Principles for information technology application to operations of State Bodies 1. Information technology application to the operations of State bodies must be prioritized and ensure publicity and transparency in order to improve the effectiveness and efficiency of the operations of State bodies; and to facilitate the people in properly exercising the rights and performing the obligations of a citizen. 2. Information technology application to the operations of State bodies must advance the program on renewal of operations of State bodies and the administrative reform program. 3. The supply and exchange of information must ensure its accuracy and suitability to its use purpose. 4. Operational processes and procedures must be open and transparent. 5. Uniform standards shall be used to ensure compatibility in terms of technology in the entire information system of State bodies. 6. Security, safety, thrift and efficiency must be ensured. 7. Heads of State bodies shall be responsible for information technology application under their management. Article 25 1.
