Hereby Decides Clause 1: This Prakas has an objective to manage publication of all news contents or written messages, audios, photos, videos, and/or others means on website and social media by using internet in the Kingdom of Cambodia, following Sub-Decree on the Organization and Functioning of the Ministry of Information as well as Law on Press. Clause 2: The Prakas aims at obstructing and preventing all publications or news content sharing or written messages, audios, photos, videos, and/or other means intended to create turmoil leading to undermine national defence, national security, relation with other countries, national economy, public order, discrimination and national culture and tradition. Clause 3: This Prakas shall be enforceable on website publications and any kinds of social media networks ran by internet in the Kingdom of Cambodia. Clause 4: To ensure effective implementation of this Prakas, Ministry of Information, and Ministry of Interior and Ministry of Posts and Telecommunication, have to establish specialized unit as secretariat in order to cooperatively monitor, study, research, find out illegal business activities and publications on websites and social media in order to take legal action against them following the procedure. Specialized unit has an obligation to implement this Prakas as follow: - Ministry of Information operated by Director General of Information and Audio. - Ministry of Interior operated by General Commissioner of National Police. - Ministry of Posts and Telecommunication operated by Regulator of Telecom Cambodia. Clause 5: Institutions and specialized units have to fulfill their own obligations and cooperate with each other, and/or cooperate with ministries and relevant institutions, in order to take actions against and prevent all news publication contents or written messages, audios, photos, videos, and/or other means willing to create turmoil leading to undermine national defence, national security, relation with other countries, national economy, public order, discrimination and national culture and tradition. Each specialized unit must request to the management of ministries and institutions concerned to implement their works and regularly report them the outcome of the implementation. Clause 6: Ministry of Information must ensure: a) Manage information published through electronic system: all news contents or written messages, audios, photos, videos, and/or other means on website and social media by using internet in the Kingdom of Cambodia. b) Take actions against illegally publications on electronic media whose given license by Ministry of Information. c) Inform Ministry of Posts and Telecommunication to take actions and shutdown websites and social media page that operate illegally, and/or publicize information willing to create turmoil in the society leading to undermine national defence, national security, relation with other countries, national economy, public order, discrimination and national culture and tradition.
