These institutions could achieve this aim by means of the following strategic actions: • Policy development and the clear regulation of recognition, ownership, mechanisms for reward and benefit-sharing and the administration and marketing of intellectual property rights in technology and the innovative products it has generated; • Setting up internal structures for promotion, management, marketing, assistance with obtaining intellectual property rights and technology transfer; and • Promoting the transfer of the technology generated to the production sector, for a fair reward. 6.3.3. Introduce incentive programs to combat or reduce the flight of scientific researchers, innovators and creators to other countries or sectors. The creation of an attractive platform for researchers through the use of the intellectual property system would not just prevent the flight of Mozambican researchers, it would also attract talented foreign researchers to this country. Researchers would be given recognition and rewarded for their inventive efforts through the following strategic actions: • The clear definition of intellectual property rights to assist them in policies on and the regulation of intellectual property in education and research institutes; • The creation of a system for sharing the benefits resulting from the marketing of research results and the creation of a mechanism for rewarding researchers; • The creation of programs to support researchers in developing the results of their research (such as for the development of prototypes, for example) and marketing them, including legal assistance for drafting and negotiating contracts for the transfer of technology; • The creation of mechanisms to facilitate the application and marketing of research results in the production sector; • The development of programs and measures to facilitate the acquisition of intellectual property rights by researchers.
