44.  Prior  publication  of  rules  and  regulations.­(1)  All  rules  and  regulations proposed  to  be made  by  the  Federal  Government  and  the  Certification  Council  under  this  Ordinance  shall  be published  in  the  official  Gazette  and  in  at  least  one  English and  one  Urdu  daily  with  nationwide circulation, in draft form at least thirty days before the intended date of coming into operation.   (2)  The  Certification  Council shall keep  received  of  all comments received  on  the  draft  of  the rules or regulations, and shall prepare a report thereon addressing each comment.  (3) The notification of the  rules or regulations in their final form in the  official Gazette  shall be accompanied with a report of the Certification Council referred to in sub­section (2).   45. Removal of difficulties. The Federal Government may, by notification in the official Gazette, make  provisions for  removal of  difficulties in a  manner  not  inconsistent with the  provisions of  this Ordinance.    Page 20 of 21
