Description: Article 28 creates a number of criminal offenses including "establishing contents that deemed to hinder the sovereignty and integrity of the Kingdom of Cambodia", "publications that deemed to incite or instigate the general population;" "publications or continuation of publication that deemed to generate insecurity, instability, and political cohesiveness"; "publications or continuation of publication that deemed to be non-factual which slanders or undermined the integrity of any governmental agencies, ministries, not limited to departments, federal or local levels", and "publications that deemed damaging to the moral and cultural values of the society". These offences are punishable with heavy prison sentences and fines. They are vague and broadly worded and could be used to shut down legitimate forms of online expression.

Notes: The second draft version of the law leaked in 2015 has removed the proposed article 28 from the Law. However, some groups have expressed doubts as to the authenticity of the second version.
