This constitutional declaration is currently in use and was finalized on 3 August 2011 by the National Transitional Council, and is intended to remain in effect until a permanent constitution is written and ratified in a referendum. Agreement is still pending over a final draft constitution and a public referendum. Human rights and political experts working on Libya told me that they do not expect that to happen anytime soon.
