1. Introduction and Purpose: The e-Government Act, 2019, is legislation enacted by the United Republic of Tanzania to facilitate the use of information and communication technologies (ICT) in delivering public services. The Act establishes the e-Government Authority (e-GA) and outlines its powers, functions, and governance structure.
2. Establishment of the e-Government Authority: The Act establishes the e-Government Authority as a corporate body with perpetual succession and a common seal. The Authority has the power to sue and be sued, acquire and dispose of property, enter into contracts, and perform all acts necessary for the execution of its functions.

The Board, chaired by a presidential appointee, governs the Authority, while the Steering Committees oversee the implementation of e-Government initiatives at various levels.
5. Management and Operations: Public institutions are required to establish ICT Management Units to ensure the proper implementation of e-Government initiatives. These units must conduct self-assessments and submit reports to the Authority annually. The Act mandates the use of government-approved communication infrastructure for cost-effectiveness and efficiency.
6. e-Government Services: Public institutions are encouraged to deliver services electronically, reducing the use of paper documents and ensuring data security and integrity. The Act also provides for the recognition of electronic transactions, payments, and the issuance of electronic receipts.
7. e-Government Security: The Act mandates the establishment of an e-Government Security Operations Center. Public institutions must develop ICT security policies, perform regular risk assessments, monitor systems for compliance, and implement measures to protect data and systems from unauthorized access and vulnerabilities.
8. Data Management: Public institutions must establish mechanisms for electronic data management, ensuring confidentiality, integrity, and availability of data. The Authority oversees data sharing and exchange across public institutions through a managed platform.
9. Financial Provisions: The Authority's funds come from parliamentary appropriations, grants, donations, and other sources. The Board manages these funds, ensuring proper financial control and auditing. The financial year ends on 30th June, and annual reports are submitted to the Minister.
10. Offences and Penalties: The Act outlines specific offences related to unauthorized access, disclosure, and misuse of ICT resources. Penalties include fines and imprisonment. Public servants who contravene the Act may face disciplinary or criminal proceedings.
