8. 8.1 Limitation of Access The licensee or access provider shall not be required to provide access where in the view of the Authority it is not reasonable to require the access provider to provide access including but not limited to circumstances where; (a) it is beyond the control of the access provider to provide infrastructure sharing and/or (b) it is not reasonably practicable for the access provider to provide infrastructure sharing 15 | P a g e
