ON THE MONGOLIAN PARLIAMENTARY ELECTIONS
CHAPTER ONE
GENERAL PROVISIONS
Article 1. Objective of the law
1.1. The purpose of this law is to define the basic principles and procedures for organizing and conducting the Great
Khural elections of Mongolia, to regulate relations related to them, and to ensure the right of citizens of Mongolia to
vote and be elected.
Article 2. Election legislation of the Great Khural of Mongolia
2.1. The electoral legislation of the Great Khural of Mongolia consists of the Constitution of Mongolia, this law and
other legislative acts issued in accordance with these laws.
Article 3. Definition of legal terms
3.1. The following terms used in this law shall be understood in the following meanings:
3.1.1 "18 years of age" means that the citizen has reached that age on or before the date of the election;
3.1.2 "25 years of age" means that the citizen has reached that age on or before the date of the election, counting from
the date of birth;
3.1.3 "candidate" means a citizen of Mongolia who has reached the age of 25, registered as a candidate for the member
of the Great Khural of Mongolia and obtained a candidate's card in accordance with this law;
3.1.4 "trusted employee" means a public administration or public service employee working under a contract with the
state registration organization;
3.1.5 "relied person" is an adult citizen with full legal capacity, who is selected by the voter himself and is able to assist
him in reading and writing in voting;
3.1.6 "voter" means a citizen who is registered in the voters' list and has the right to vote;
3.1.7 "citizen with the right to vote" means a citizen of Mongolia who is 18 years of age and has full legal capacity, as
specified in Section 9 of Article Sixteen of the Constitution of Mongolia;
3.1.8 "it has been determined that the election laws have been violated" and the relevant organization has decided that
the election laws have been violated in accordance with the law;
3.1.9. "website" means software that delivers all types of content to users using an Internet domain name;
/The word "and social networks in the electronic environment" was removed from this provision by the law dated June
16, 2023, and will be enforced from January 1, 2024./
3.1.10 "Sentenced" shall be understood as not having completed serving the main or additional sentence specified in
Article 5.2 of the Criminal Code, or not having served the fine.
Article 4. Elections of the Great Khural of Mongolia
4.1. The election of the Great Khural of Mongolia /hereinafter referred to as "election"/ is the main method by which
the eligible citizens of Mongolia cast their votes secretly on the basis of free and direct suffrage, and form the highest
state authority with their representatives.
4.2. The election of the State Great Khural shall be conducted by a mixed electoral system. Seventy-eight members of
the National Assembly shall be elected by majority representation, and forty-eight members shall be elected by
proportional representation.

4.3. Pursuant to Article Twenty-one, Section 1 of the Constitution of Mongolia, 126 members of the National Assembly
shall be elected as follows:

4.3.1. 78 members of the State Great Khural from the electoral districts established in accordance with this law shall be
represented by the /majority/ method;

4.3.2. Proportional representation of 48 members of the National Assembly.

Note: - "majoritarian/ method of representing the majority" means that the candidate who receives the most votes is
equal to the number of mandates per constituency and is considered to be elected as a member of the State Parliament.
- "proportional representation method" shall be understood as the distribution of seats in accordance with this law based
on the number and percentage of votes received by parties and coalitions registered to participate in the elections and
considered as members of the State Parliament.

4.4. Elections are regular, non-regular, by-elections.
4.5 "Regular election" means the election held every four years according to Article Twenty-one, Part 2 of the
Constitution of Mongolia.
4.6. "Extraordinary election" shall mean an election that will be held in the event that the State Great Khural decides to
dissolve itself, or the President of Mongolia decides to dissolve the State Great Khural, according to Article
Twenty-two, Sections 2 and 3 of the Constitution of Mongolia.
