(2) The budget statement shall specifically state the estimated receipts and expenditure and the
sums which are likely to be required by the Authority from the Federal Government for the relevant
financial year.
(3) Any surplus of receipts over the actual expenditure in a year shall be remitted to the Federal
Consolidated Fund and any deficit from the actual expenditure shall be made up by the Federal
Government.
13. Pakistan Telecommunication Authority Fund.__(1) There shall be a fund to be known as
the "Pakistan Telecommunication Authority Fund" which shall vest in the Authority and shall be
utilized by the Authority to meet all its expenses and charges in connection with its functions under
this Act, including the payment of salaries and other remuneration to its employees.
(2) The bank accounts of the Pakistan Telecommunication Authority Fund shall be maintained
with the National Bank of Pakistan.
(3) The Pakistan Telecommunication Authority Fund shall be financed from the following
sources, namely:__
(a) fees and other amounts received by the Authority;
(b) grants from the Federal Government and the Provincial Governments, including an initial
grant of fifty million rupees by the Federal Government;
(c) loans obtained from the Federal Government;
(d) sale proceeds of bonds issued under the authority of the Federal Government; and
(e) loans and foreign aid obtained by the Authority with the approval of the Federal
Government.
14. Maintenance of accounts. The accounts of the Authority shall be maintained in such form
and in such manner as the Federal Government may determine in consultation with the
Auditor‑General of Pakistan.
15. Audit.__(1) The accounts of the Authority shall be audited at the close of each financial year
by the Auditor‑General of Pakistan.
