c. that in order to conduct early detection and early warning for the purpose of preventing sudden occurrence of various threats, there is a need for strong and professional State Intelligence as well as strengthening cooperation and coordination of State Intelligence with respect for the rule of law, democratic values and human rights as a mandated in the 1945 Constitution of the Republic of Indonesia; d. that in order to provide legal certainty as well as in accordance with legal needs of society, the conduct of State Intelligence as the first line of national security system should be regulated more comprehensively; e. that based on the consideration outlined in letters a, b, c, and d, it is necessary to enact a Law on State Intelligence.
