It is not permitted for any individual, entity, or group to establish military or paramilitary formations. – The law shall regulate military service, general mobilisation, and the rights, duties, and disciplinary codes of the armed forces, public security agencies, and any other forces the state decides to establish. Life and dignity are a right for every human, and the state shall be committed to respecting and protecting them in accordance with the law. Omani nationality shall be regulated by the law.
