It is not permitted to deport, exile, or prohibit citizens
from returning to the territory of the state.
All citizens are equal before the law. They have equal
public rights and duties, and there shall be no
discrimination between them on grounds of sex, origin,
colour, language, religion, sect, domicile, or social
status.
Security of life is a right for every human. The state shall
be committed to providing security and tranquillity to
its citizens and to all residents on its lands.
Personal freedom shall be guaranteed in accordance
with the law. It is not permitted to arrest, search, detain,
or imprison a human, determine his residence, or limit
his freedom of residence and movement except in
accordance with the provisions of the law.
