It is not permitted to monitor, inspect, access, disclose their confidentiality, delay, or confiscate them except in the cases prescribed by the law and in accordance with the procedures specified in it. Freedom of the press, printing, and publishing is guaranteed in accordance with the conditions and circumstances specified by the law. All that leads to discord or hatred, compromises state security, or offends human dignity and human rights is prohibited.
