67.8. If the observer's registration period has passed, the precinct committee will not accept the request to employ or register an observer. 67.9. If an observer interferes in the work of the precinct committee by using illegal means, such as demanding rights not specified in the law, using force, intimidation, or spreading false information, the head of the precinct committee shall cancel the observer's registration and expel him from the polling station. 67.11. If the observer is removed from the register, the person who appointed the observer has no right to appoint another person in his place. 67.12. Depending on the capacity of the polling station, if all observers cannot observe the polling station at the same time, the precinct committee will provide observers with the opportunity to observe in turn. 67.13. A non-governmental organization that has a charter with the goal of involving citizens in the management of state affairs and does not operate under the auspices of a political party has the right to observe and externally monitor election activities. 67.14. The General Election Committee shall approve the procedures for regulating activities specified in Article 67.13 of this Law. 67.15. The observer shall observe only externally whether the process of taking votes, counting, and making results is carried out in accordance with the laws and regulations. 68.2. The observer shall have the following rights: 68.2.1. review the sealed state of ballot papers and expenditure report; 68.2.2. observe voting activities; 68.2.3. review whether the voting booth, portable sealed ballot box, vote counting device, ballot box and polling place are prepared in accordance with the law; 68.2.4. inform the precinct committee if there is a violation in the voting process and ask for correction; 68.2.5. to document the election process using sound and video recording equipment without interfering with the voter's right to vote secretly and the normal operation of the election committee; 68.2.6. get relevant information from the member of the section committee; 68.2.7. issue observation reports based on real numbers and facts; 68.2.8. to get the result sheet from the vote counting device; 68.2.9. to obtain photo information of the ballot paper copied in electronic form; 68.2.10. review the list and notes specified in Article 65.11 of this law, compare the list with the voters' list. 68.3. The right of an observer begins with obtaining an observer's card and ends with the announcement of the voting results in accordance with this law. 68.4. In accordance with this law, a non-governmental organization registered with the General Election Committee has the right to review and conduct external monitoring of the election expenditure reports of candidates, parties, and coalitions, as well as related documents. /This section was added by the law dated June 16, 2023 and will be enforced from January 1, 2024./ Article 69. Ensuring normal operation of vote counting equipment on the day of voting 69.1. The IT center, working group, IT team and stewards are responsible for the normal operation of the voting equipment. /In this section, the term "Counting votes on the day of election voting" was changed to "Counting votes" by the law dated June 16, 2023, and will be enforced from January 1, 2024./ 69.2. The member of the information technology team and the steward shall be public administration and public service employees and have received a certificate from the Information Technology Center under the General Election Committee.
