2. The charge for each type of service requiring
interconnection shall be such that they ensure the
licensee a reasonable return, taking into account the
licensed system operational costs and the provision
of licensed services.
3. The terms of interconnection should be designed
to prevent uneconomic or non- cost based bypass of
the licensed systems, including services package so
the interconnection requested licensee shall not
burdened with the payment in return of services or
not needed utilities.
4. The division of revenues from traffic carried across
the licensed systems, the interconnection requested
licensed operator should take account of each relative
use of equipment and devices jointly in this
interconnection.
5. long- run incremental cost (LRIC) estimates shall
be used as the initial basis for calculation of the costs
of interconnection; and universal services.
6. Where the charges for interconnection are to be
based on the standard charges for the provision of a
similar service to the licensee`s customers, those
charges should be adjusted to take account of any
cost savings associated with providing services to the
interconnecting licensed operators.
7) The licensee shall not impose any delay penalties
except according to the terms of the agreement as
stipulated in Article (81) and after obtaining the
Authority`s approval.
